I'm Waqas, and I started Capital Complete Solutions in 2021 for one reason. What is a property inventory?

A property inventory is a detailed written and photographic record of a property's condition and contents at the start of a tenancy, every room, fixture and fitting, logged and timestamped. It's the baseline everything at check-out is measured against.

What's included in an inventory report?

A room-by-room schedule of condition, high-resolution timestamped photos, the state of fixtures, fittings, walls, floors and any furnishings, plus meter readings and a key schedule. The more detail on the way in, the less there is to argue over on the way out.

Do landlords need an inventory?

It isn't a legal requirement, but letting without one is a real risk. Without a detailed inventory you've got almost no chance of defending a deposit deduction. The schemes decide on evidence, and no inventory means no evidence.

What is an inventory clerk?

An independent professional who inspects the property and produces the inventory, check-in and check-out reports. An AIIC-accredited clerk is impartial and trained to a recognised standard, which is exactly why their reports carry weight in a dispute.

How often can a landlord inspect a property?

There's no fixed legal limit, but you must give the tenant at least 24 hours' written notice and visit at a reasonable time. In practice, a mid-term inspection every three to six months is sensible. Under the Renters' Rights Act 2025, documented routine inspections matter more than ever.

What is fair wear and tear?

The reasonable deterioration you'd expect from normal living over the length of a tenancy like faded paint, light carpet wear in busy spots. You can't charge a tenant for that. Damage beyond it like a burn, a deep stain, a broken door, is chargeable, and a good inventory is what proves the difference.

Can a landlord charge for cleaning?

Not as a blanket fee. A flat "end-of-tenancy cleaning charge" is a prohibited payment. But if a tenant leaves the property dirtier than it was at check-in, you can deduct reasonable cleaning costs from the deposit with evidence. That comparison only holds up if you've got a detailed check-in inventory to point back to.

What is a holding deposit?

A payment a prospective tenant makes to reserve a property while referencing is completed. It's capped at one week's rent and it's refundable. If the let doesn't go ahead through no fault of the tenant, or you haven't progressed it by the deadline, it has to be returned.
